January 24, 1975 – Most of the threehour meeting of the Ouray City Council Monday night was concerning garbage and the new two-hour parking restrictions on Main Street. About 20 citizens of this community attended the meeting — some just to keep track of what's happening, and some to actively participate in the discussions. After the initial regular reports from the police and water departments, Mayor Frank Massard asked for the report from the study committee appointed Jan. 6 to study the city's proposed garbage ordinance, and the two bids submitted by Joe Tyler of Ridgway and the Silverton Collection Agency. The mayor recommended that the council postpone any decision on the ordinance, and asked for an executive session for further discussion of the proposed ordinance.
