The controversial Ram’s Horn Reservoir, long opposed by local environmentalists and state agencies, is off the table. But another idea is moving forward – to build a pipeline from Cow Creek to Ridgway Reservoir and use the water to help Ouray County water users avoid being cut off from supplies during drought.
