Dear Editor: The Ouray City Council is using Planned Unit Development (PUD) rules for low-initial-cost, high-density subdivisions in Ouray. In front of the manufactured home builder Fading West are the nonprofits with polished presentations: Rural Homes LLC and Ouray Homes, LLC. These same dwellings are being presented to cities across the state.
