The average Ouray resident will pay 14% more for water, sewer, trash and recycling services next year under a rate plan approved by the city council on Monday.

Councilors unanimously approved on first reading an ordinance that would increase costs for those services from $175.56 per month this year to $200.92 per month in 2023.
