Forest Service employees told investigators they were confident the Simms Mesa prescribed burn was contained and controlled, despite high winds, when they left the site just an hour before neighbors reported smoke and flames. 

According to an incident report from the agency released Thursday, the last two employees to patrol the prescribed burn on May 19 confirmed spot fires were extinguished and determined the wind shouldn’t pose a problem, then headed back to Montrose.
