Bill shifts recycling responsibility to waste-producers

Colorado has an abysmal 15% recycling rate, less than half the national average of 32%. That amounts to $100 million worth of usable raw materials going into landfills in Colorado every year. When China stopped accepting the United States’ recycling, it renewed the conversation and exposed that even though many people take the time to collect, wash, and sort our plastics, glass, and metal, much of it winds up landfilled or incinerated.
