Excise tax language too vague, mandate too broad
Dear Editor:
On Nov. 2, Ouray voters will be asked to pass a 15% excise tax on short-term rentals, but the ballot language is not very specific. It states that the tax is to “use the proceeds to fund debt for the City’s Wastewater Treatment Plant and Water Treatment Plant and housing programs … and shall the City be allowed to collect, keep and spend the revenues from such tax as a voter approved revenue change without limitation or condition?”
