Group doesn’t manage water
Dear Editor:
In the April 8 issue of the Plaindealer, Carolyn Snowbarger states that the Ouray County Water Users Association “manages” water in Ouray County. While OCWUA is an important organization for producers in the county, it does not manage or have any authority relative to water use in the county.
