The Ouray City Council on Monday unanimously approved a minor subdivision that could be the precursor to the construction of a series of condominiums to house Ouray Silver Mines employees.

But councilors made clear, amidst an avalanche of opposition from neighbors, that they believe the north Ouray development as currently proposed by businessmen Mark Iuppenlatz and Craig Hinkson is flawed and hope they use those concerns to reshape the project as they move through the planning process.
