Ouray County commissioners will consider a plan next week to build a 3-mile winter trail system along the top section of County Road 5 in an effort to settle a lawsuit over maintenance of the road.

A meeting is scheduled for Aug. 26, when County Attorney Carol Viner said approval of a settlement could be one of the action items.
