Admissions at the Ouray Hot Springs Pool have doubled since the state granted a variance last week allowing a higher capacity, but staffing issues are preventing the pool from opening to its full occupancy.

The variance allows up to 50 percent capacity at pools, or 175 people at indoor pools and 250 at outdoor pools, whichever is less.
