Ex-Montrose manager picked for interim post

The Ouray City Council on Monday unanimously picked former Montrose Assistant City Manager Robert Joseph to be the interim city administrator here, and after signing the contract Tuesday, Joseph withdrew his acceptance of the job Wednesday.

City councilors emerged from a roughly 30-minute executive session and approved hiring Joseph without any discussion or explanation of why they selected him from a group of four finalists.
