The Ouray City Council on Tuesday appointed Mountain Chill Radio co-founder Ethan Funk to fulfill the term of former Councilor Dee Hilton, selecting someone they cast as a thoughtful observer focused on implementing the priorities identified by citizens during the current effort to update the city’s community plan.
