|OURAY COUNTY: Public Comments by planning commissioners||| Print ||
|Wednesday, 30 October 2013 20:34|
"These proposed revisions represent a compromise, as did the original section 9 and the 1997 revision. The sky didn't fall at either of those two events."
"There was a lot of concern about unbuildable lots. We went on a field trip and I found the issue has been exaggerated. Where we were told lots were unbuildable, there is evidence they are buildable."
"In the May 2010 BOCC survey, achieving the goals in the Master Plan was supported by 87 percent of the respondents; blending by 84.9 percent; and, expanding view corridors by 72.2 percent."
"Current visual impact regulations have protected agricultural valley bottoms, residences and roads that serve them. What hasn’t been protected yet is most of the alpine area, including mining claims that could be built on. In the mountains, a quirk of history is that mining, tourists and residents share the views. We need to protect them."
"I live and work in Ouray and know the mountain areas well...These proposals are a compromise and in the spirit of the mandate the BOCC gave us. They asked us to be thorough. We have done so. We don’t all agree on everything but we have compromised. This proposal protects the Alpine Zone more than before."
"The two municipalities produce sales tax revenue for the county to the tune of one-eighth of the county budget. Tourists pay the bulk of that. This proposal addresses the long term need to protect these revenues while allowing mining and ranching to proceed."
"I have been involved for two years and attended over 100 meetings. I have struggled to understand why the county needs to overhaul section 9. We (the minority) suggested the question of roads be delayed until other provisions were decided. The planning commission wanted to do roads first. How do we know which roads to add if we don't know the proposal?"
"I am perplexed what remarkable problem generated revision of section 9. I’m appalled at the process...The majority of people who own property in Ridgway and Ouray are in favor of putting restrictions on other landowners. I put more weight on the opinion of people who will be directly impacted."
"If this proposal is adopted, Ouray County would become a large homeowners' association...Control of the planning commission by one special interest group does not serve the county as a whole."
With regard to the ad hoc committee's PowerPoint presentation (Feb. 26), "20 photos were taken with a telephoto lens and enlarged. Others were not labeled where they were taken from. For skyline breakage (determination), photos must be taken from the centerline of the road and with a 50 mm lens. So the ad hoc committee might want to review those photos before presenting them to the BOCC."
"Also, while I’m sympathetic to the ad hoc committee's issues, my problem is they haven’t provided suggested amendments."
"I was invited to apply (to be on the PC) a couple of years ago because I am an architect and because a large part of my interest is in siting buildings on landscapes. I am a supporter of some sort of regulation to protect this amazing landscape. I have struggled with the process."
"My major concerns are still present. For example, skyline (regulations) applying everywhere, and not just along ridgelines...I think in a subdivision or on the valley floor we should not say you cannot build there if you interrupt the skyline...Also, the point system. We talked about testing it against the old system, but what we saw was in the new system those projects were closer to failing. So it's a tougher point system."
